From shift should just be changed to a weaker version of perfect balance, give it a 12-15 second cooldown and allow us on use to be able to use any 1 move regardless of form. Its just too many hoops their asking us to jump through.
Using chakra between GL stacks would just drop dps, and from what Ive read as of now monk DPs is behind ninja and dragoon so I dont see how it would make us THAT much stronger. I would take a cut at potency if it meant I could use forbidden chakra as much as I can howling fist atleast.

Yeah monk DPS is behind ninja and dragoon especially when you add their dps raid utilities.
using chakra between in fight would be worse than any other GCD.
I would also agree with the idea to lower the potency of forbidden chakra in order to use is more often.
I feel like I'd really like it if it was an oGCD about as long as a laggy Forbidden Chakra uppercut / enough to clip into the next GCD, normally making it a dps loss in any fight with constant melee uptime as it currently, but allowing it to be used immediately when moving out, so you're not all the way out of a large enemy-centric AoE and heading back by the time you can use it, thereby clipping a second or more into your next GCD just because you had nothing you could do for the second and a half before.
That being said, I'd like it if its activation/animation speed was increased for each consecutive use. Again, not to the point where it would be advantageous to pop this during melee uptime normally. This should make it more optimal to get 3 or more at a time instead. It's only advantageous single use would probably be by certain SS off-plateaus who might use it to line up their Demolish without clipping it or being late, but its main advantage would be that certain dashes of movements that could barely give us 2 stacks of Chakra with GCD clipping before, could give us 2 well without clipping or 3 with minor clipping now. I'd be fine with Forbidden Chakra potency being mildly nerfed to make Chakra use itself smoother/quicker/more reactive.
:: I feel like all animation times really ought to scale with SS as not to disallow double-weaving past a certain SS, but if nothing else, Chakra should scale with SS.
Edit: I also feel like Form Shift ought to be a fair bit faster. If a Monk is in Opo-opo with only 4 seconds or less to hit its next Coeurl before GL expires, Form Shift ought to be a way to save it, to give an idea of the speed I'd like to see from it. It would still very rarely be advantageous (only when starved for TP and having plenty of enemies to multi-DoT and to keep DK up on for support, etc.) during melee uptime. Short of that, it just feels unreasonably clunky.

I would rather have the stacks automatically build up while in combat like 1 every 12-15 seconds and stay until used, keep the potency but add a 90 second cd, I don't find it that entertaining to stand between phases spamming the chakra key to charge it up ( more annoying than anything ). They could do some cool things with it though like make it an actual charge skill where you have to hold the key for 5 seconds until its fully charged, make it chargable while moving and have the animation appear to be drawing in energy from around your character... I could live with that :P
