you wouldn't need -any- rebalancing. The single player part would be separate from the main part. Mobs in instanced zones could be variable-based to match your level to give an average difficulty with certain optional solo areas that provide a greater challenge. You could also make potions play a larger role in solo-dungeons which would stimulate the MMO economy. Theres a lot of different ways to do it.
