The only realistic way this will improve is the addition of more servers, the labeling of the servers (PvP, PvE, RP) and then provide free, un-gil-restricted transfers to other worlds. You will not be ab le to convince a whole group of people to move otherwise, not on their own dime.

Or at the very least, maybe have a release of a new housing area coincide with a free transfer campaign for players on overpopulated worlds to entice them to move to lower pop servers where they'd have a shot at it. At this point, housing is drying up everywhere, and it might would help move large groups of players if there was availability somewhere else, and there'd be more incentive to do so if large amounts of money didn't have to be forked over for it.
