The Ephemeral Nodes that contain the materials that reduce into Wind Crystals and Wind Clusters are used by Botany and are found at:
Sea of Clouds, Voor Sian Siran 8 PM - 0 AM
Coerthas Western Highlands, Twinpools 0 AM - 4 AM
In both cases they're right next to the regular level 60 nodes.
(There's no Wind farming through Aetherial Reduction for mining if that was what you were hoping for)
