    I have an answer for you. Excalibur. You ... simply... can... not... create any characters on it.

    Hyperion is also almost never available. Leviathan is available half the time. Basically everything in the Primal center is a crapshoot. I've seen none of them available from time to time. Ultros and Diablos are usually the most available on Primal.
