I would have given them the opposite of Wanderer's Minuet. I would have given them a constant barraging auto attack in a similar stance, but it would reduce all damage by like 30% to account for the constant stream of auto attacks. I would also have made it reduces cooldowns and/or increase attack speed to get a machine gun/gatling gun feel.

That way, when you're in those positions where it's safe to stop moving and you can really plant yourself, you can pop burst CD's like Blood for Blood and really see the damage pour out.

The concept here would be to capture two ideals: The Bard is the sniper who sets up and takes long, deliberate shots for big crits. For players who love the big numbers on single target strikes this would be their ideal. Long windup, release then a big, nice crit or hit.

The Machinist would feel the exact opposite. Stacking speed it would go for several smaller hits that all add up to big damage, especially the longer the fight goes. However, because it gives better overall damage it is necessary to make a large debuff to even it out so it's not extremely far ahead.
