I don't really see much reason to make people do FATEs.
Most find FATEs boring and incredibly repetitive.

Nah...
Leveling alternate jobs, seals, little trinkets that drop, beast tribe quest drops, ect... There's already many reasons to do most fates. The only problem I see with the new fates is that none of the aforementioned reasons seem applicable. Too much work, too little reward. I'd personally just be happy with an exp increase from doing them, as I'd much rather grind fates than grind quests about some bullshit task that has nothing to do with anything, and are eventually going to dry up anyway. But the tomestone idea is not a bad one.

A feasible solution for lack of FATE farming would be a mechanic/buff that increases your overall exp/gil/seals
We have a chain EXP bonus when killing enemies of equal or higher level. How about:
FATE Chain bonus: Increases player's EXP gained from and during FATEs by 10% (stakeable to 5 times) while doing FATEs in the same area in the the level range.

I think FATEs could award a small number of Centurio Seals. Less than Grade III and Rank B hunting logs but still something.
Right now you HAVE to hunt to get seals, which means you HAVE to have gotten a high rep with your grand company of choice, something new players might not have done especially if they were story grinding. This would give them some way to obtain Centurio, just not at the rate it would have if they could hunt.

I see them using the new fates heavily for the relic weapons.

Well the xp needs to be increase from 51-60 because it's not even worth it right now. They should have added 51-60 items to exchange for GC seals much like 1-50. Also dropping low amounts of law tombstone would be nice too.
You need high reputation with your GC to hunt? What? O.oI think FATEs could award a small number of Centurio Seals. Less than Grade III and Rank B hunting logs but still something.

They do with the armory bonus.
FATEs are a great way to level if you're on your second class and don't feel like zerging a dungeon. They're a bit slow with one person but a group of 4+ rips them down pretty fast.

Simplest solution to bring people together to do 3.0 FATEs is coming with 3.1 (as a tip, a new upgradeable weapon questline)

I seem to remember someone crying around that they needed to have the last expansion's hunt logs unlocked to unlock Clan Marks in Heavensward. I honestly don't know if this is true because I DID grind GC stuff in ARR.
