I think questions were asked about DoL/DoH materia islands before - I've been farming for DoH materia (13-17) pretty much non-stop with 3x airships (we keep one open for Diadem) and have continued to get only III & IV materia (and rarely at that, grumble grumble RNG) and have not unlocked any new islands.
