What airship parts do you have equipped on your rank 50? It's all RNG based on when it unlocks but to unlock higher area's you'll need higher survey. So if you are using Bronco parts still then switch to Invincible or Enterprise forecastle after making one of those and it should increase the chances of unlocking the next areas.
