All chances in this game are independent of each other. There is nothing in this game where getting one thing prevents you from getting another. This game focuses on fairly simple behind-the-scenes mechanics, which is nice. Simple, meaning, almost always there's only one variable affecting a derived value, or one you can change and one you can't. Getting a second item appears to be related only to your surveillance and the sector's rating (or cerulean cost). Getting a better gathering rating (normal, high, optimal, etc) appears to be related only to your retrieval stat and the sector's rating/cerulean cost. The number of items you get seems to be only related to the wind and your gathering rating. And so on.

Don't look for complexity where simplicity makes more sense. It's what makes Yoshida laugh at us xD (his reaction to the favored time theory of atma gathering was hilarious - it was really just a 0.5%-1% RNG chance, nothing more, nothing less)
