I suppose I may just getting lucky with my explorations, but ever since I added the Tatanora aft or forecastle to my 2 lvl 50 airships, I've seemingly been bringing back a lot of the rarer items. It'll be interesting to see how favor, retrieval and/or surveillance correlate with the rare item return, both in rate and in number.
