I've heard that before.

Which means it could be tied into sector discovery. Not sure though, would need some to test.. but not sure how.
Quick spot analysis for new sector discovery (overall rating/rating in relevant sector):

SC06: B/substandard, A/satisfactory
SC07: B/decent, C/satisfactory
SC08: A/substandard, A/satisfactory
SC09: B/abysmal
SC10: S/abysmal, C/satisfactory
SC11: S/decent, C/abysmal
SC13: A/satisfactory, C/substandard
SC14: B/satisfactory
SC15: A/satisfactory
SC16: B/substandard, C/satisfactory

I'm not seeing a strong tie between performance and discovery. I see runs where a ship performs better and does not find a new sector, and then tries again, does worse, and does find the sector.

I just did an analysis of favor vs sector rating. I'm not very good at interpreting the results of those, especially with our limited data (only a few hundred data points, nowhere near the ~10,000 we'd need for a decent analysis), but here's what I'm seeing: Overall, the chance of getting a rating is as follows: 38% abysmal, 29% substandard, 29% satisfactory, 4% decent, 0% outstanding. Compared to this average, a Favor rating of 70 gives the following percentages: 51%, 26%, 22%, 2%, 0%. With a Favor rating of 90, we're getting so far: 26%, 33%, 37%, 5%, 0%. That's a pretty noticeable difference. However, correlation does not imply causation.
