There's no way to confirm anything 100%, but all evidence points to unlocking sectors being pure RNG. If you care far more for the unlock than the loot in the unlocking sector, I recommend using the best rigging you can and worst Aftcastle. Here's possibly the best ship for working toward unlocking sectors 23 and 24 at the same time:

The Ninja Locksmith - maximum speed, minimum surveillance for rank 50 sectors, low range, minimal retrieval

• Hull: Invincible II
• Rigging: Viltgance
• Forecastle: Enterprise
• Aftcastle: Bronco

• Surveillance: 98
• Retrieval: 46
• Speed: 154
• Range: 88
• Favor: 86

That's literally the fastest ship you can make that will be able to hit both sectors (Route: 21 > 19) at once.

Once you unlock one sector, if you like the remaining unlocking sector's loot at all, you can swap to the following for hitting just that sector. It'll go a little slower, but your loot should be much better:

The Lightning Thief - almost maximum speed, moderate surveillance, low retrieval, minimal range

• Hull: Bronco
• Rigging: Viltgance
• Forecastle: Invincible II
• Aftcastle: Enterprise

• Retrieval: 74

The Airship Builder in my sig has been updated to include Viltgance parts. The Airship Builder in the Airship Quick Reference sheet has also been updated. I'm working on updating the item list in the Quick Reference sheet when I have time. I'll do the master log sheet later - I haven't had a chance to open that sheet in many months, so I have no idea if people have still been using it or what people are doing about reporting the new sectors there.
