There is now an overlap between physical level and ilvl requirements. For example, sohm al is a level 53 dungeon, but ilvl is about 120-130. 120-130 ilvl is easily attained at level 50.

I am confused as to exactly what you are asking for. Care to clarify?
I think it's to prevent level 50 players from joining a PF for a dungeon that you need to be level 51+ to enter.
You can easily say so in the description if needed. As well players should know whether they have the dungeon unlocked or not, and in order to unlock it have to be the right level anyways. Seems like a waste.
If you have dungeon selected in PF, doesn't it automatically prevent ppl from joining that can't enter it?
I believe the scenario is:
You do a Party Finder for Dusk Vigil. The ilevel requirement doesn't matter, all that matters is that your character's level is 53. In the party finder, you set it to be an ilevel of 120.
Someone at level 50 and ilevel 120 may join your Party Finder, and then you can't que into the dungoun because your character level is too low. The party finder doesn't recognize level.
