Is it intended for items types that gave multiples in ARR to give one in Heavensward?

Basically crafting became 5-9 times harder than before, you usually need 3 times an item instead of 1 to craft some items ( skin, gems, lolsacred cloth ) and then you need more or harder items to craft the complete item, draconian potions are kind of a joke.
