I've noticed some people saying hello at the start and some statement to the "ps3/4 player without keyboard" situation (whether it's a macro or they have a keyboard nearby for non-combat times, I don't know). Others say nothing, but use emotes instead.

To be honest, the first thing I check when someone doesn't say 'hello' is the party list to see if they play with German or French client, since language barriers can be a reason for staying silent (especially if the others have said their nice-to-meet-yous in obvious English). My second guess after that would be console player, of course. (Sadly, I'm sometimes proven wrong with that when said silent player suddenly starts to rage after a wipe or near-wipe...)

Does it affect my giving of commendations? Probably. Like I said, I notice the friendly and talkative players more. On the other hand, silent players that do "appropriate" emotes (e.g. /clap instead of "grats!" or /bow, /salute, /wave or similar at the end) tend to count a lot higher on the "friendly" scale for me than people just going through the usual "hello, ty for the run" platitudes, since my assumption is that they are console players doing the best they can in that respect. Especially since I know they've probably sacrificed hotbar slots for quick access to those emotes :p
