Commendation performance?

Have you uhm...maybe though like.... they commended dps/tanks? This might be crazy talk, but it happens!

So the tank commended one of the other 2 BRDs? Which one? The one who was doing 100 DPS less than me on bosses or the one who sat with his mana full the entire dungeon (you know, foe requiem is a thing when you have a healer that is genuinely DPSing stuff hard).
