    how can i tell if a fish will respond to powerful hooks or not?

    also why does my fish still get away after i use powerful hookset is my gathering to low?

    As far as i know, powerful hookset works on medium and strong tugs. The fish gets away message is due to the fish's intrinsic rng. You'll get more of that once the new big fishes are introduced.
