Why not have settlements and Camps be one in the same?

I was running around Thanalan today and while looking the new settlement by Camp Horizon, and the thought occured to me why not have just built up the camps a bit instead?

I mean all camps are basically the same. A little crafting facility with two people and a guard or two. Soon there will be a crafting and shop npc as well. I just thought it would be cool if instead of new settlements they built up the camps a little more to be settlements themselves.

Just a thought.

The camps and the settlements both provide breaks in the monotony of the gameworld. Combining them into a single entity would only serve to make players traverse twice as much copy-paste before seeing something interesting.
