Random Spear card mid fight, who do you throw it to?

Say you got a spear card at some random point in an encounter and you want/have to use it, for dps purpose. You're some unknowable amount of time into a lvl 60 dungeon boss, and are not coordinated nor aware of your party member's cooldowns (PUGs/not tryharding), in what order which dps is more likely to make us of it; what's the dps priority?

The Spear:
Reduces target's action recast time by 20%.
Duration: 20s

On BLM, it's not too likely to be useful. They got

• Sharpcast: 60s
• Enochian (QOL usefulness only) 60s
• Swiftcast (QOL usefulness only) 60s
• Ley Lines: 90s
• Raging Strikes&Convert: 3min
• A fair amount of defensive cooldowns

Answer is probably something like
DRG > MNK / NIN / * > BLM > *
I'm wondering where the other classes fit.
