I tried using my ring to teleport to my husband when he was in Coerthas Western Highlands and it just teleported me to the Aetheryte instead of next to him.

You have to have flight for that area and be on a mount to TP to your bound one.
It happens when your partner is mounted and flying and you're not. It's happened to me many times. And yes, both of us have flying unlocked in every area.
Actually... I'm not 100% sure if you'll teleport to him properly if you're also mounted and flying since I haven't tested it with my partner. I assume you will though.
EDIT:
That's incorrect. You wont even be teleported to an aetheryte if you or your partner have not unlocked flying in an area. Unless they changed it in the last hotfix.

Here official info.The requirement for using the ring to teleport to your partner in Heavensward areas is actually slightly different than A Realm Reborn areas.
We updated the Ceremony of Eternal Bonding website with this new information, but as many do not revisit that site I'd like to quote the text here for easy reference.
I hope this helps!*If your partner is in an area where it is possible to fly on a flying mount, you must fulfill the flight requirements in that area to be able to teleport to their side.
