As most ppl mentioned before: yes it is very very situational. but in this certain situations it is just unparalleled. just keep trying and you will learn to read these circumstances when it comes to shine.

Currently in HW, Ravana EX is a very good use for Cure III when both tanks get the soak damage. Also Bismarck's Ultimate to the last phase, everyone is usually stacked anyway. One Cure III to full. The last story trial has a spot where everyone stacks for damage too.
Turn 13 had many uses, rage of bahamut top-off, stack for dive-bombs, shared Akh Morns. Turn 9 since everyone is generally stacked in-front of Nael during Heavensfall. Turn 8 tower. Man I can go on about it's awesome raid utility.
Keeper of the Lake 2nd boss if you happened to be separated from the rest of the party due to the flames.
You know you got a good WHM when they can use Cure III in unique situations successfully. Whereas using Medica II can end up overhealing due to wasted regen ticks, which generates aggro.
Cure III is a very useful spell in raids, when the entire group will take big gobs of damage that you want healed fast, not over time, and not attracting the attention of adds that pop in.
The spell also has some limited use in dungeons. If melee are getting squashed you can reverse that more or less instantly with a well placed Cure III. If positioning is a bit unpredictable, use yourself as the target.
Best skill in the game!... If you can find times to justify it's use.

I use it in Twin on soak team - even if I'm on the other side of Twin. It's a good, potent (high numbers) AoE heal that you can throw from afar. It's also a lot faster to cast than medica and medica II. You don't need to be in the action to use it. T9 Megaflare,, T8's tower explosion, Bismark's room AoE, the last Trial's room AoE (I can not, for the life of me, remember it's name), Titan, etc..... every now and then I'll do it if a bunch of melee DPS need heals and they're all sort of smooshed together - but thats fairly rare.
IE, anytime something calls for stacking or if people are stacked to absorb damage elsewhere than where you are. It is very situational, but it's also very helpful. It heals more than Medica and it casts faster, too >_>
Cure III is great. It is situational but for coordinated stack-up mechanics (of which there has been plenty enough so far), it works very well as a very efficient heal. If anything I think it's a bit underused by many people. Not saying it should be spammed, but yeah.

There's an easy answer to this, but it's situational.
You use Cure III when your party configuration is a MNK/NIN/DRG configuration... which is way too damn often. Even then, just running up to them and casting Medica is more efficient. Cure III cures the Target and the surrounding players. Medica/Medica II cures everyone surrounding YOU.
The thing that I love about it over Medica and Medica II is that it heals around the one it's targeting and not just around yourself. there are times where a huge group of people are together and I can just get a quick group heal off by targeting one of them. It's our best burst heal especially if it crits on a bunch of party members. I don't really like over using Medica II on some fights because it makes the life of others difficult if it has an add phase. It's lost DPS if the adds are running around all over and the OT has to go gather them up.
+ Strongest heal in the game
Without proc:
- Melle & Tank heal
- Tanks sharing damage/stacking heal
- Organised group stack heal
- Forced stacking from mechanics heal
With proc:
- Need to heal more than a cure, but less than a Cure II
- Same as without...

Its ideal where you have to stack. In ravana extreme I find it quite usefull especially when some people take an accidental vurnabilty up..
