After you complete the main scenario quest "An Illuminati Incident" in the Dravanian Hinterlands you also complete a side quest called "The Missing Logbook", once this quest is completed the npc called Dripwix is supposed to be located in Idyllshire and he should then immediately give you a quest called "Red Tape".

But as soon as you are done with the "The Missing Logbook" quest he ceased to exist and because of this you can no longer progress in this zone. This is not so fun because you are most likely pretty far from level 59 which is when you can start the next story quest.

I would love to see this fixed :/
