Shouldn't WAR do the most dps out of the tanks? Well at least more than paladins since they get the best mitigations and use shield with sword. I don't see a problem.

That was always the idea. PLD had an easier time with mitigations, WAR had the edge in Damage. all things being equal, the WAR should still have that edge. So even if Fell Cleave gave them a DPS advantage, I don't see it as broke or OP. That being given, too many people pay far too much attention to big numbers that fly up, and ignore those smaller numbers that add up fast. if they would have given WAR a skill that increased auto attack damage to the point where the overal damage is where it is now, no one would really complain, because people rarely pay attention to AA nuimbers. it's a perceptual issue for the most part.
