Thavnarion onion broken, unable to rank up chocobo

2. Attempt to use Thavnarion Onion
3. Receive error message "Unable to use the Thavnairian onion at this time."

In addition, immediately before a different, but possibly related, glitch occurred. Was in a party with 1 FC member. As we exit an instance (the Expert roulette) FC member feeds both of our chocobos at the stables. Unaware that this occurred, 6 minutes later I proceeded to (and to my surprise was able to) feed both chocobos. Following this glitch, my chocobo reached max exp for rank 12. At this point, I attempted to use Thavnarion onion and it failed. FC log shows the double feeding 6 minutes apart.

I think you are missing a step...

1. Get chocobo to max exp via feeding
2. Take chocobo out of stable and kill something so it gains exp. This will level it.
2. Restable and train using the Thavnarion Onion. This will break the max exp cap and allow you to train towards the next level.

You don't need to stable your bird to use Thav. Onion, you can just directly use it from your inventory after it dings.

You are indeed correct. While that did solve the problem I had posted in the title, the post wasn't entirely fruitless as I posted a second glitch. Thanks.
