You're sitting on a pedestal of high level jobs and equipment, of course those dungeons are going to be easy. However, compare and contrast that to doing Wanderer's Palace in the same equipment. It's not just easier, it's almost completely threatless. Even the big scary tonberries can't scratch you unless you make some hideously big mistakes.
So yes, those level 90 dungeons are much harder than the level 50 gear ones. It's only natural that they would be. Notice I used the word 'harder' not 'hard', there's a clear difference. Now, further to these issues is that those low tier dungeons because of their ease also give even fewer rewards than the higher tier ones in the same roulette. So if you do your roulette and wind up with Amdapor Keep you're actually getting less tomes than someone doing Snowcloak or Keeper of the Lake.
As for exploring, that's all well and good but you need to look at it from the perspective of a new player. People enjoying the storyline will want to continue progressing through it. That means ultimately by the time they get around to doing those dungeons, they've either already hit 60 or they're leveling a new job. Either way, there's still fewer incentives due to the longer queue times since everyone has now moved on.
Queuing for a specific dungeon in the roulette is painfully slow going at the moment, and it will only get worse if the rewards remain as horrible as they already are. Assuming you're right and they've changed the quest rewards to give Cleric's instead of Healer's gear, you're only proving my point. With ilvl 90 gear, there's even LESS incentive to do those low tier dungeons because you've already outgeared them by miles just for hitting level 50. It means you're no longer restricted by item level requirements, so you can skip ahead to the bigger beefier dungeons with larger rewards.
