It does, yes. In cleric stance it's a big damage hit with a tiny heal, and out of cleric stance it's a big heal with a tiny damage component.
Exactly what Icecylee said. I have at the moment 896 mind and in cleric stance Assize hits for 2000+ non crit 3000+ crit for damage and without cleric it's the same thing just as a heal.

I almost exclusively use it in CS. My non crits are around 2500, crits around 3500. With the massive range of it it's very useful, especially for spaced apart adds in some of the new dungeons. I had a monk ask me why the adds in the final fight of fractal were always almost dead when he got to them. The answer? Assize.
it's pretty simple. the damagecomponent scales with INT while the Healpart scales with MND. As CS just switches these attributes you can pretty much guess the outcome
Its awesome in cleric, I usually use swift/holy-Aero III-Assiez-Holy for trash mobs. Its great for the adds at the end of Fractal as well. You can take half the health on three of them with it. Careful on th BEX adds though, its easy to hit both and get reflected.
