    Is the increased enmity on Shield Swipe new?

    I'm currently leveling my paladin to 60 and i just noticed that shield swipe has an increased enmity. Is that new with heavensward? And considering the low TP cost and rather high potency (slightly higher than the average of the rage of halone combo) does that mean it makes sense to use shield swipe whenever possible?

    Yes and yes. Their answer to it being useless before actually works. Its low top cost helps address the eventual tp issues paladin had.

    Whenever possible no. But it is much more useful now, especially for the first 20-30 seconds of a fight.

    Once you have a large enough hate lead stick to Goring/Royal, then use swipe to control TP and maintain your enmity lead.
