    Main scenario quest (Heavensward) - At the end of are hopes

    Quest has a flaw where if you dont follow the heretic to hiding place there is no way to know where the hiding place is and map does not show it either. There is no way to abandoned quest, only way is to jump off cliff or wait till time runs out because it appears no way to leave boundries of quest.

    Same thing happened to me; I killed the heretic before he could escape. I had to youtube it to find out you have to go into the basement of one of the buildings.
