Why do Dragoons essentially have 2 of the same skill?

Before I start, I just want to point out this isn't a complaint but more a curiosity.

So in Heavensward, Dragoons receive 'Fang and Claw' (56) and 'Wheeling Thrust' (58). What I don't understand is: other than the positional requirement (in terms if you want to deal higher damage) it's exactly the same skill... My question is why?

Is this to purely test skill cap of the player or perhaps there's some hidden mechanic I'm not comprehending?

It's purely to make the job seemingly more complex, especially since it ends up making the GCD rotation even shorter. Not necessarily a bad thing, but it is 2 skills that do exactly the same thing - grant more damage, would've been nice if they applied different effects at least.

Its just to make sure you focus more on your rotation because you cant expect whats gonna happen next

I put Fang and Wheeling on the same macro button and just move to the side I need.

The only thing I find unconfortable in this is that I cannot anticipate anymore and cant use a jump after full trust or chaos trust because I need that half second to move to the correct flank.

If it were fixed like Chaos -> Wheeling / Full -> Fang, it would make my life easier overall, but it's not the end of the world
