And yet everyone does not want to level a battle class. Do they think that excluding players from an already small player base is going to help this game succeed?

Excluding all 10 players that fall into that category will not impact the playerbase. It is a window into what is to come. They are basically"if you do not want to rank battle classes, you may find yourself excluded from some content." saying

Often times it's not even about the topic. People just want to argue until they turn out right.
