I believe is not the fact they should not be able to get personal chocbos by direct means. For me, is the feeling that is ok for SE to ask me to level up a DoW/DoM class for a Personal chocobo (I've mentioned before if the plans change to include all classes it would not affect me in the least as it does not now).
