The modern army is a poor example to go by. Military equipment is manufactured by machines that are overseen by humans. Each weapon is not lovingly hand crafted by a single person. Factories probably wouldn't fit on a chocobo like a single crafter might.

Crafter types aren't asking for access to *everything* here. They're asking to own a Final Fantasy signature mount, which sounds very reasonable to me.
