How do you use Guildleves or levels for companies?

I've been using them at level 31 but I am only offered level 25 quests but here is the problem I get notified I am to high to do them....So where can I get Twin Addler level 30 quests?

Level 30 levequests (both normal and GC) are offered at the Observatorium in Coerthas. Level 40 for both are in Whitebrim in Coerthas. Level 45 are in Saint Coinach's Find in Mor Dhona. In all cases, separate NPCs handle GC and normal leves.

Actually, Urth's reply is only MOSTLY right. The leves available at the Observatorium are lv.35, not 30. For lv.30 Twin Adder leves, you'll want to check in at Camp Tranquil in South Shroud (the NPC is on one of the platforms just south of the main encampment).
