I really do not understand the problem here. People always complain about other players who do this and it boggles my mind. Everyone has fun in their own way. That is the key sentiment here.
Some people are not interested in constantly helping new people and want to play with others who have experienced the fight and are knowledgeable about it so that they can clear and progress. Those people make party finders like that asking for people who know what hey are doing so that they don't have to sit there and teach yet another knew person what they already know. It is beyond frustrating to see the same person making the same mistake causing the entire party to wipe time and time again. Simply put, that person needs to find a learning party so that they can figure out what they are doing wrong and fix it before causing 7 other people to lose progress because of their inexperience.
Then there are people who are new to the fight and need to learn and gain experience, for those people, MAKE A NEW PARTY FINDER. I have done this time and time again and I am always able to find other people who are new and need to create a learning party so that we can figure this fight out. I rarely even watch videos. I think the concept of watching a video of a fight before even trying it yourself is stupid. I want to experience the fight for the first time myself rather than watch other people who have already done it. I have never had issue finding other people to make a party with and learn a new fight.
The entitlement some people have is overwhelming. It feels like the sentiment I see from a lot of people is that they want the experienced players to cater to the inexperienced and force them into a learning party when those players have already been in a learning party and now want to clear the fight.
Some players will want to form clear parties and some players want learning parties. Find other people at the same level of experience as you and leave the others to their own. Not everything is going to be tailored to your interests. There are more people out there than just you.

Get dat logical train of thought out of here man. Everyone else has to do everything for me first. duuh, if its not in party finder already ITS NEVER EVER EVER POSSIBLE FOR IT TO EVER HAPPEN EVER.
Sarcasm aside :P, This is seriously the only advice that needs to be said here... Learning groups start with you!

If nobody is joining your party finder....
1.) There just isn't enough people on that want to join.
2.) Check your description.
I have seen some straight up RIDICULOUS party finder entries. Such as someone labeling it a learning party and also telling people all the loot is locked to the party leader. It never filled up. There is no surprise as to why. Make sure there is incentive. Nobody wants to come into a learning party to continue wiping over and over if they know there is no reward for them. They are likely to start their own, fill up, and clear the content without you.
Make sure its inviting to the other players. If you yourself are nervous about trying content for the first time, they are too. Maybe you aren't. But there are many timid players that want a fun environment to learn in.
Don't be misleading. If you don't put that its a learning party, or you try to disguise it as something it isn't...that's just bad. I've seen players disguise their learning party as a Farm party and when the duty starts, theres that first timer bonus. You are sure to lose your party fast and those individuals are likely to remember your name and never join your party again.
