Only if you get instant queues and your DF teams don't suck (or if you have premade ofc).
The effort required to level in N. Thanalan is still lower than running the same dungeon over and over.

You still can solo NT fates while waiting for queue and get gold for all fates except Gorgimera/Dark Devices depending on how fast the zerg is. Peak I'd get silver for gorgi/dd, non peak I still can try to score a gold.
DF teams typically takes 35-40mins per dungeon run. At the very basic Lvl 51 dungeon you get 300K XP without rested bonus. That is an average of 7.5K XP per min assuming a 40mins run. For The Great Library it is 500K per run without rested bonus gives a rate of 12.5K XP a min based on a 40mins run.
On the other hand, NT fates are 21K per fate an average of 1 fate completed per 5mins, which translate to 4.2K XP a min. That's too slow compared to dungeons. As such you should always queue for dungeons no matter what your queue times are, and solo NT fates while waiting.
I've competed my MCH last weekend and queue times ain't bad. Sometimes instant pop, or under 5mins wait time, even at ungodly hours like 4am. There's just loads of people trying to level up multiple jobs now.
I'd agree if you'd always get a good group, but in my experience, Fates have been quicker than running dungeons until I reached the Vault (and I'm seeing the same on my 3rd class right now), too many dps are just not pulling enough damage in dungeons.
I still run dungeons while doing some Fates on the side though, just for my own sanity's sake.
That being said, I REALLY hope they'll make Fates in Heavensward's areas worth it in the future. I've done quite a few and while it's not optimal xp wise, it's fun to run in these areas and discover new Fates.
