So all in all We don't have BARELY any information on How Long It will take, How many Quests needs to be done etc.

Newbies= Longer ( unless high level is willing to give up time to help) ( could take a day or 2 once R22).
High Ranks= Probably the 6hrs maybe more depending how everything is layed out


That's how I feel about it right now.
Exactly, people are just automatically assuming, and some even completely misreading the provided info. Sure it costs 3000 seals, but how much to the next rank? Will we have to turn in seals to reach a quest just to obtain the next rank? At what rate will we get seals from new company quests or caravan escorts?

So many other factors go into this besides just turning in 3k seals after having progressed to a rank higher than recruit.
