I didn't make any assumptions. I posted two situations for the tuning of Savage Coil: either you need to heal enough as a SCH/WHM to pass heal checks or you need to heal as much as an AST to pass heal checks. One of those two will be true because AST heals for less than a SCH/WHM. There are consequences for either as right now AST is in need of a balance pass, and I posted those consequences.

A healers first priority is healing. DPS is an added benefit.

Yoshi-P said they have accounted for healers being able to DPS in raids. Whether that means they made it harder to DPS as healers via constant heavy damage or have made it so DPS checks will generally require your healer to DPS is unknown. But it's more likely to be the latter IMO, so AST is going to fall behind there.
