Suggestion: Tower Roulette

In Heavensward, unlike all the other content, the towers have been massively thrown to the side, at this point it's gonna be pretty hard for new players to experience these old raids. I'd like to suggest something to fix it, Tower Roulette, that gives Law (and Esoteric) tomes, this would encourage older players to come back and run it more often, and let newer people run through it.

Piecing together a lot of info from different interviews, but I believe they are still planning on reducing the party-size requirement from 24 to 8, as well as giving it an experience reward in the Challenge Log. As for when? Probably by 3.1 when the next 24-man hits.
