They give very low EXP & have high HP (thus taking a long time) that puts people off. It's easier, and quicker, to get exp other ways.
From what I can gather, it's poor EXP for a lot of work. I even remember doing a couple during EA, and thought 14,000 was way too low, compared to the 30,000 I've gotten in Central Highlands and Northern Thanalan.

the new fates also give 21-56k at lvl 51
I think they will either increase the XP from fates from heavenward or lower XP gained from older zones fates 50+ because I am sure they don't want people leveling 50-60 in NT.
They'll probably increase it as time goes on. They likely made them this way for now to get people off the main server and into dungeons. Reducing server stress.
I was also getting 14k per fate with gold medal and 100% (not failed) from fates lvl 51 during EA. Ive never had a fate in the HW areas give me 21k+ (except maybe boss fate). Mind you I havent tried it since EA though. Northern Thanalan is just way faster because the mobs have far less HP
this is a issue that needs to be addressed they need to do something more people should be in heavensward areas not grinding northern than
Increase the hp of all fate mobs to match those of the expansion.
This way you don't need to nerf the new content.
You had armory bonus to xp before xpac. Everyone had a level 50 for so long they forgot what not having a higher level job was like.
