The two heals are fairly balanced actually. While Paladins may be able to spam theirs more, they only gain the full benefit from the skill when cast on someone else. When cast on themselves, they only gain the initial heal, not the extra 50%. Further, MP is a massively limiting factor in it. I can guarantee 2 casts in a row, maybe 3 if I successfully block with Sheltron. But casting this skill requires me to use a global cooldown, and interrupt any combos I was currently in the middle of. Just like casting cure or stoneskin, this skill can not be used between combos. Further, the threat of interruption is very real. Bosses in particular are fickle, since a majority of their skills are used between auto attacks, and are guaranteed to interrupt in most cases. Further, auto attacks are also likely to interrupt. I'd be more than willing to trade Clemency for Warrior's Equilibrium in a heart beat, especially to combine it with Divine Veil so I don't have to rely on a healer to trigger the AOE shields. Yeah... I'd give up Clemency for an instant cast self heal that can be used between global cooldowns, is uninterruptable, and can trigger my AOE shields... the wet dreams that would inspire would be epic...
