If its anything like casting Stoneskin it will get interrupted any time you get hit for a high enough amount. When I played Pld in 2.0, I could spam SS in dungeons while taking damage but vs primals (Shiva specifically) I would get interrupted on hit.

It is not nearly as bad as SS. There is some sort of -interrupt element to clemency.
You can cast it twice, depends on what you are fighting for interupts. When you have no mp, takes roughly 15-20 seconds to generate enough mp to get it back (thus ignoring your rotation and being a less effective tank). If you have to cast it a lot, I'd question your skill or your healers skill. I only use it when I need to, and usually it's to cast on someone else to let the healer focus on me, or when a the boss you are fighting is doing some sort of mechanic where you you're all about to take a lot of damage. It's a good situational support skill, and used very different then WAR's self heal. You can plan your heal to get the most of it since fights are scripted, whereas PLD's heal is more based off randomness that you got to react to.
edit: while casting you also lose your parry/block mitigation so it's not like PLD's cast it when tanking a pack of mobs (or shouldn't be).

If you want to make either refresh ability look really good, just compare it to DRK's "equivalent," Sole Survivor. twice the cooldown, weaker refresh, and a Mercy Stroke-like requirement.
You might say that it was intended to function closer to mercy stroke than each tank's respective self-restoration ability, but I imagine its intended raiding properties will be closer to the later than the former.

I've used Clemency in conjunction with Divine Veil a couple times. I havent been interrupted as of yet, as I use the combo during AoE mechanics that require party defense, so the boss/mob isnt hitting me directly. I'd imagine knockbacks and the like would cause interruptions. Divine Veil + Clemency is a good 30sec combo too. And at 58, I have roughly 4k MP which allows for 2.6ish casts of the spells. So dropping shieldtron in the middle of casts helps restore the remaining MP.

If Equilibrium works like Second Wind then Berserk will buff it's effect and maybe crit it as well? Equilibrium also heals tp in Deliverance every 60 seconds. Lets put it this way:
Invigorate DRG = 500 tp/120 secs
Equilibrium = 200 tp/60 secs * 2 = 400 tp/120 secs

Berserk absolutely does affect Equilibrium. I normally use it for 2.5-3kish but with Berserk on it does around 5k. With a crit and berserk I've done about 6.5k heal on myself.
Yeah, don't forget the tp healing and berserk bonuses. Really I think theyre balanced pretty well. I find equilibrium was actually one of the better skills... Paladin and warrior seem pretty well balanced with the updates I think.
Also, don't forget with bloodbath up a berserk+critted fell cleave heals a pretty nice amount. I don't think warriors self heal ability has been ignored at all, actually I think it's better in this update.

Ohai Storm. Should've known you troll around here too.
It definitely wouldn't make sense for Warriors to get a party-heal and it definitely makes sense for Paladins to. I was just miffed that this heal a Paladin could use on himself is the same potency as Equilibrium and simultaneously less restricted. The cast time may make it less of an "oh shit I am about to die" button, but you can use it a lot more often.
I really like Equilibrium, being off-GCD is super usable in critical situations and pretty great all around.
Clemency feels pretty well balanced against it. On GCD and with a cast time but capable of healing party members, semi-spamable.
