Whether or not they want to doesn't necessarily mean it isn't a great idea. They probably don't want to because it makes the game more difficult to support and create content for. However, it would add a much more diverse class system that probably should have existed all along considering the whole advanced job thing is in the game already.

If there is only ever going to be Ninja as an advanced job as rogue then they are basically just the same class. It is even mandatory to become a ninja if you want to be optimal. Might as well start as being called a ninja and not get the specific abilities until you get them as it is now anyway. It is essentially exactly the same.

Now if they made being a rogue without being a ninja at level 60 different than being a ninja, with different rogue abilities and everything, it would be a different story.

Think of it like this: In Lineage 2, you had your first "class", caster or fighter. At around level 20 you would pick up a quest that would allow you to advance to a more specialized class: tank, physical dps, caster dps, and healer. At 40 you would then choose your final classes which specialize you further: Tank, melee, physical ranged, caster dps, pet caster dps, caster/melee support, healer. At around level 75 you would upgrade that final class into a stronger version of said class.

The job system in FFXIV works much the same way outside of giving you an ultra generalized starting class and opts to put you at the level 40 version of your class. The jobs are nothing more than enhancements to your final choice. In this respect SMN is an enhancement to arcanist where SCH feels like it was just tacked onto a dps class. That's why people have SCH dps vs having another healer dps. They are just capable of more.
