A: How do you lose in FF8? You've got a deck of powerful cards from Disc 1, all of which are the only copies of said cards in the world. Everyone else has 4 trash cards and one decent card you can swipe. It's like the inverse of FFXIV triple triad.
B: And on the rare occasion you lose to a regional rule... you just reload your save file from before you lost the card.
The drop rates from new NPCs is so horrendous, I'm not even sure if some of them have cards to drop. Thank goodness there are websites with that data, so I don't have to play the game to find out. Hmm.
Shumi village (where the draw point for ultima is) has random region rule. No not a random region rule, the rule "random". Yeah...A: How do you lose in FF8? Yeah, but at that point you can covert all of your low rank, non-unique cards into items and plow through people with nothing but summons and main characters.

Old NPCs' drop rates aren't close to being this low, with the exception of select 4/5 star cards. But trying to get even a 2 or 3 star card with the new NPCs seem nearly impossible now
