Before Heavensward came along, the level cap was 50 and the max item level on gear was 130. When Frontlines was initially released, the max item level on gear was 110. It "seems" low because the game mode is still tweaked as if people were 50. You can now go beyond that with the new expansion, since the ilvl cap has risen quite a lot.
Wait till the new FL which is tweaked for lvl60.
