It's from a sidequest in the Foundation. It can be found at the Forgotten Knight. It basically gives you access to a hunt board like at the GC in the other city-states, but that tasks you with hunting down regular monsters for exp and the new type of seals.....
EDIT: But yea, exp wise there's not enough quests to level more than one class all the way. But, it's meant to be like that. I'm guessing that they wanted leveling 51-60 to be akin to leveling 1-50 in terms of time. Which makes sense when you think about it......

Yeah, I'd supplement the MSQ with only the quests needed to unlock flying, and then fill in the rest with dungeons. Spam the Vault and the Library once those are unlocked, because you're going to need to gear up your job for the 60 MSQ things anyway.

Well, there are plenty of sidequests...for one class. Maybe two. Definitely not for 13.

I can't STOP running into side quests, but I'm only using them on one job. And is it just me or are these side quests dryer than the ones in ARR 2.0? I know we've always had fetch quests, but Heavensward feels like it has a few more than usual.

It's just you. The quests in ARR were just as dry, but they had the benefit of unlocking a lot of extra features and serving as tutorials. At least in HW various side quests chain together to form neat little stories in the areas.
