The BLM Enochian buff will not refresh if you re-use the ability but already have it up via refreshing it with Blizz IV.

Ie. Cast Enochian, refresh with Blizz IV until its around 10s left, reapply Enochian (since CD is usually up) and your stuck with the older stale Buff while Enochian is consumed leaving you empty handed.
