Ex primals didn't exist until 2.1, which is 4 months later. Just saying. They simply reversed the order because it makes sense. That being said, when EX primals where released, they dropped the best gear in the game, which obviously is not the case here. (afterwards they bumped allagan weapons to 95 and started the whole +5 to everything else thing).
