Dravanian Forelands has TWO aetherites, no cities. Many other zones(read: all of them) has at least one aetherite not connected to a city/hub. Can you imagine if the only way to get to Lower La Noscea was to use Limsa's aetherite? It's the same thing.

Only reasoning I can see is laziness on the devs part.
