I like the idea of emergency tactics including instant cast, but it coud be overpowered

It's usefull as it is... But maybe something to pay up for the cost of pressing that extra skill coud be ok. Something like, a 20% attack bonus (like presence of mind) for 2 seconds, to help you with your next succor/adloquium
